Reports + gangs rules

So the questions i have are as following 

How do report work on the servers as in the punishment i see that there are warnings you get but how do they work I.E if you have had 1/2 warnings then get another one after 2-3 months do they still progress in you getting permed?  or do warnings go after time or do they stay forever ?

Second 

What do you need to have gang initiation to be active and they requirements to have a whole gang to be initiated do you need the same uniform and such or do you just need the same tags?

1. there's no such thing as a gang initiation

If you say to someone "stop or I will shoot you" then only you can shoot

If you say stop or WE will shoot you" 

Or "stop or you WILL be shot" then anyone can shoot. 

You are under no obligation to tell people "I have friends in the area" you don't need to say that

your gang members can shoot, and you can shoot, idk about your allies, will have to ask

What you can say is “Alright buddy i have multiple armed people around the area i dont want you to do anything stupid but put your hands up if you pull out a gun or anything that may harm us me or my teammates we will be forced to use lethal force upon you” thats good initiation i do.
