Report and Compensation question

So I have a question, today someone RDM me, He came to teamspeak to talk about it. The RDM was a accident(bad communications), I asked for compensation for my stuff but the problem is that he can't afford it. So am I allowed to make a compensation request without reporting him?

Additionally their friend could pay it back and they can be in debt to their friend

At the end of the day it is not RPUK's fault that said person had made said mistake. Compensation should come from them
