Please (in detail) describe the incident
I went to the Tanoa airport to check new arrivals passports. After pulling over a Tempest in the airport, I found these 3 new arrivals, including ZingChu. After they ran away from me, I went and started talking to Lincoln and my other officer who by this time had arrived. While this is happening, ZingChu bypassed the VDM script killing me, and one other I believe. (I do not have a recording of this) I then re spawned at again went to Tanoa airport, due to the fact that he was VDMing people and bypassing the script. When I arrived, he attempted to do so again, and was killed. He respawned at tried to do it again, but this time he disembarked his quadbike. I told him to stop and put his hands up, when he didn't I tazed him, and he immediately combat logged. I could not resolve the situation, as he didn't reconnect.
