i was working in peach trees and three cars came to me and said everyone stop and hands up so i listned to them bc they were 7 and they toke me not far away from kavala and killed me for reason

I do not see any issues with Wong's actions here. Clearly you were RPing with each other, and communicating. From what I can see, Wong was RPing his role as a, albeit slightly corrupt, Mayor. You didn't comply with his orders, and committed "treason", so the Mayor gave you his version of "justice". Whilst not legal, in game, it's certainly not against the rules.

Threatening to report things to the admins, however, is:

(2.8) Threats to report / disputes / Breaking RP in Voice. There are so many people on the server with all different points of view and disputes and disagreements are all part of the game, however please do not discuss them in-game also do not break RP in voice. For example if someone has RDM’ed you discussing this on the server or saying “I am going to report you” is not allowed. Please use the forums or teamspeak to report or discuss only (Punishment is a ban) Exception: You may contact someone using the text system if they are not on teamspeak or on the forums. Please only attempt to make this contact in effort to resolve the issue, not to antagonise the other player/users/members.

You are meant to stay in character at all times, even when you've been shot. If you felt it unfair, then you should have tried to contact Wong afterwards using the in-game messaging system or side chat, then discussed it on TS or Discord BEFORE it got to this stage.

So I'm going to give you, @m7mdf4, a warning not to do this sort of thing again, or you will face more severe consequences than a slap on the wrist.
