Not much to say here that the video does not show, I was on an unmarked patrol and I went to Kavala Pier to investigate shots originating from that location and when I turn up I get called a "Mong" and then I get knocked out with minimal roleplay, get taken hostage and then finally I get executed with again low-quality roleplay.

Whongcheng is saying he was saying the word "Hmong" which I found very unlikely and on top of that its not far off from the actual swear word.

Hello Ryker, id like to start by apologising for use of the word and any offance it may have caused towards you. I was not aware of its meaning due to english not being my first language, however, this is no exuse now i am aware of its true meaning. We had tried to resolve this straight after the situation with you however you seemed to be very defensive and instantly disregarded anything we had said towards you. following your swift departure, we had a thorough conversation with CI VeikkQ regarding the situation for witch i thank him foras he was very understanding we would have preferred to have this discussion with you however you showed no intention of resolving it may i add that your evidence does not include the situation prior on kavalabrige where you initiated on our tyres as a result of this you were aware of our intentions with the fellows we all just picked up and you stumbling across us on the rocks was by no cioncidence also if you could provide the end of this video too to allow a true overvieuw of the situation thats would be great your video does not show our whole interaction with you. Once again apologies for my use of the word and i will make sure i wont say it again now im aware of the meaning of the word. and if you are still willing to attempt to resolve this im very up for that. The reason why I left the liaison room is that you kept denying that you were saying the word when it was very obvious from my perspective you did, I will upload the video from before the situation soon, and I do not understand what there is to show at the end as after you executed me there is nothing else to be shown as once you killed me you immediately executed me.
