Please (in detail) describe the incident: I essence, no units were available to give me a lift so I put a taxi dispatch in to be dropped to MRPS from Vespucci Police Station, this person called me said they would assist and then proceeded to RVDM me as shortly after the phone call, I reached out via OOC but no response.

I've had a look into the footage provided and looked into this on my side, unfortunately there isn't a whole lot I can do without the drivers session ID, as the person on the phone might of not of been the driver and I would be going off of assumptions of who exactly was driving.
