What best describes this incident ?: NVL
Please (in detail) describe the incident: So we have been having issues with this Bobby person for some time, he keeps coming back and takes pictures of the females in the area and scoots off, he did this around 5/6 times before this point and I was getting pissed off as we all told him to stop. When he returns I grab a local to chase him and take his car out, I then jump out my car and ask him to stick his hands up with a machete in my hands which he does but as I get close to him he runs into the local and drives away. I feel like this is a obvious case of NVL as he doesnt listen to my commands. I havent tried talking to him over TS as I feel there wouldn't be a point especially since we have downed him before for similar behaviour.
