Please (in detail) describe the incident: I was driving down the road. A vehicle that I have had no RP or altercation with VRDM'd me. This incapacitated me. They did not stop. I reached out OOC but they did not reply.

Hello.

So, you were driving in the right lane then moved over to the left lane; roughly two seconds later (from your POV), you were hit by a car - In terms of what it looked like in their perspective, may have been different from your POV due to latency issues / desync. It also only shows a short 40 seconds before killed, meaning the video would be insufficient even if it looked malicious. 

Currently, I don't see this as "100% certain, malicious RVDM", as it could just as likely have been an accident. 
Granted, the player in the muscle car should have stopped and checked on you - But that's an RP thing. 

Given the above, I'm not going to request a longer video as the actual 'hit' will look the same.
On a side-note however; Loving the reggae.
