What best describes this incident ?: Player attempted VRDM with failRP and Disconnecting

Please (in detail) describe the incident: The Player stole another player's vehicle and cargo and when we RP'd trying to stop them the player ran me over and tried to failRP and flee before disconnecting from the server to avoid admin.
Due to an error in my recording software, I was not able to capture any audio but the user never once communicated with anyone. There are two screenshots showing the player's ID in the end and showing the empty vehicle after they disconnect

The sounds isn't removed, I recently upgraded every bit of my audio and Shadowplay was not configured to capture audio from the new source unfortunately.
Also I do have a clip where it shows me pulling the playerID up, I do not have continuous footage from the assault to them stuck in the vehicle unfortunately though due to the limit on ID distance and font size.

Without sound its really hard to judge this. We do not know if he apologised, we dont know if he just didn't see you and then said sorry.

As you can imagine there are so many outcomes that we just do not know and you have not proven too us that this was malicious. 

For this reason i will be declining due to lack of evidence and i would recommend you set up your recording software so this captures everything next time. Thanks.
