I was on my way to the police station I see two people and I say hello kindly, next thing you know he says something to me.

Im not particularly impressed. The guy shut up and bit his tongue as soon as he said it. This is the kind of incident that you should speak to people about. 

In my opinion there was no racist connotation implied and is no warse than telling someone to "fuck off" in this context
