I'll let the video speak for itself.

Me and a few other were racing around the airport when a man by the name of TheLastKing began actively trying to ram us, our vehicles, and cause an explosion (they eventually did, but nobody died).

We repeatedly asked him to stop and directed them to the rules of the server a long time beforehand, in a separate incident of RDM.

I attempted to call the player in question into liason, however he refused stating he did nothing wrong.

Hi,

After reviewing the evidence I came to the following conclusion:

In the evidence I can see that at first rams into the qilin parked over there. This was definately not an accident and done on purpose. He then comes out of the vehicle and mocks you about telling him off for it. He then gets back into the vehicle and runs you over on purpose. This is blatant VDM. Since he has not replied he will be banned under 2.1 VDM.
