Please (in detail) describe the incident: Aztecas for a while now have been making a female member of this community uncomfortable with their unwanted advances and insults, even after being told multiple times across the span of a week to stop. I'll attach the clips that are relevant to the situation I am reporting as this was what led up to it.

This member of the community has had to resort to trying her hardest to not interact with them in hopes that the harassment will stop as they've been highly uncomfortable throughout and it simply hasn't.

A member of ZK is in a relationship with this member of the community and informed us of what happened, so we went down to offer our support and find out more information. Aztecas begun circling the area and one blacked out to listen to our conversation. As you can hear in the youtube video, one was labelled a freak for their continued weird behaviour towards female members of the community that has been a pattern that I know staff have witnessed through various clips in tickets.

Now, Aztecas have been trying to bait a war between Aztecas and ZK for a while. It's resulted in numerous scraps between our groups and the fragging mentality has become clear to me. Ted Fishman took deliberate actions with no high-quality roleplay to create a situation in which it would end up in conflict between our groups. I tried to create an interesting scenario, have a conversation and deepen the story line, something that would be enjoyable for both sides and if it were to have escalated, it would make a lot more sense for two gangs to be warring. Realistically, he showed no interest in actual roleplay and kept repeating the same line of telling someone to leave and threatening them for no reason other than to "meet the quota" of interaction before shooting.

(G1.2) - Attacking another player without engaging in any form of quality roleplay is considered RDM. (eg. Giving enough time for them to comply with your order. “Put your hands up or I will shoot” and countdowns are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering violence.)

"Put your hands up or I will shoot" and countdowns are not considered quality roleplay. Piss off or I'm going to shoot is the exact same thing. Where was the attempt to create an interesting roleplay story before considering violence?

I don't consider this to be high-quality roleplay and, as shown, there was no intention of having a discussion or making the story line interesting, just trying his hardest to create a gunfight, as supported by the rest of Aztecas waiting around and being in a position to retaliate. His first reaction is to laugh after being stabbed as baiting a conflict between the two gangs was, and has been, their intentions for a while now.

Now we have two gangs warring, one a whitelisted gang, because someone was called weird. That doesn't scream an interesting story line to me and if that is the quality of beginning beef between gangs now, that is highly concerning for the server in my opinion.

I believe this to be baiting and I don't believe this to be high-quality roleplay, especially from a whitelisted group.

Okey so nowadays you can’t even speak to some people on the server they just pull the “uncomfortable” card for the smallest thing, remember this is a game not real life… icl i don’t see why this is a report? You say we bait a war or whatever but we did give yous the option to apologise to us for calling us freaks and nothing else would happen but your other leader refused and keept calling us freaks? I love how yous keep saying that we baiting a war in game to try ruleplay instead of roleplay. I will not waste my time more then I already have on this report so I’ll leave it up to staff to decide

*The rule-codes stated by Kilo as the rules having been broken are "RDM" and "Baiting" (G1.2, G1.3) - I assume Harassment (C1.4) was meant to be included (?)

This report is interesting to say the least, I'd like to address the fact that no mention of concern has been raised by the alleged harassed party, either in role play or otherwise in the clips brought forward. I'm confused as to why this report is raised by you Kilo and not her, or even at all. Nevertheless, a report has been raised, and the evidence is of course reviewed no different from any other report.
Outside of the provided clips, I see in Gigi's chat history one message reading "azteccas r being weird i do not feel comfortable" - unfortunately, no evidence show what took place during that incident, but it's being noted regardless.

The clips provided, from what I can see and based of the evidence at hand, show zero out-of-character level of harassment from any player.
Is the female being harassed? It may very well be a case of that, yes. Within roleplay. I'd like to raise attention to the fact that these matters are handled by the "Los Santos Police", and not the staff team - if you're confused, see THIS image, showing the legislation tab on our in-game police tablets with all search results relevant to the keyword 'HARASSMENT' when entered in the search field.


Furthermore, as we all know there are times where our players 'spill' over from the real world into role play, and vice-versa; Should this be the case, and a genuine concern of actual out-of-character harassment taking place in-game, we ask that our members make use of "/OOC" and "/LOOC", asking them to stop - and when applicable, liaise in Discord or TeamSpeak to resolve the issue. If it is truly an out-of-character issue making way into role play, it's better solved through out-of-character methods, rather than the "Los Santos Police".
If the suspected out-of-character harassment continues to be demonstrated in game, with sufficient evidence to back this claim as with any other case, we ask that a player report is raised.


Moving on!
- The clip that shows the alleged baiting, demonstrates there was prior context to suggest hostile action to come, I struggle to see how the response to having been called 'freaks' and 'weirdos' meet the qualifications for 'Baiting'.
- The clip that shows the alleged RDM, demonstrates clear build up of threats being made towards "raindeer", where the person is asked, then told to leave the conversation 13 times by Ted, all while threats are made. This does not meet the qualifications for RDM.
