So i seen a guy in the middle of the road i turn around to see what he was doing he tell me to "fuck of" i jump of my vehicle to have a little chat with him he said i thought you were going to rob him i tell him im a police officer. the next thing i know he pulls a pistol out on me and tells me to put my hands up as i go to put my hands above my head he shoots me with terrible rp. could not find the guy on teamspeak

You stated that you try to resolv it with the player.  Can you please tell me how did you try to resolv it since it ended up in a report on the player ?

Well i logged of like 2 minutes after what due to my having to go in shower so i was going to msg the guy if he was on the next day could not find him on teamspeak nor in game.

After waching the video a couple of times i came up with this desion

@FrostBite14 next time you are downed please look at this rule.

(5.4) When you are revived/downed:

You may not actively enter or continue any combat situation for the next 15 minutes.

Your character retains all knowledge of the time before they are downed.

While you are downed you may not divulge tactical information to anyone. The exception to this is information spoken in direct chat in game. Please be mindful that you are heavily injured and should act accordingly.

It did not sound you heavily injured at all.

For the RDM the guy that kill said sorry in the video and im pretty sure that i was not ment to kill you since you did the animation to put your hands up. next time try to say you are putting your hands up and he shuld not shot you so that don't happen anymore.

This report will be rejected  as it look you will shoot him and you made zero effort to speak to the guy.
