I spawned in Pyrgos went to the diamond shop to wait for my friends to pick me up, i meet this guy called Soph Aspin, he decides to rob me and i proceed do everything he tells me to do. He then asks me if he can take my life, i say no, then he asks if he can shoot me in the foot and i of course say no to that aswell, after that he says if you refuse you will be shot and then proceeds to shoot me in the foot.

There was no leaving that situation without getting shot. Just because you are 'bored' doesn't mean you can shoot someone with quite minimal roleplay reason for doing do.. If any reason! It's like asking a guy for a chocolate teapot or he will die, KNOWING that the guy doesn't have one! Not that you actually died but IMO it doesn't make his actions any better as I have seen rooks kill many a player in one hit.

I would let the player off with a warning, HOWEVER he has been warned before and so this report will be accepted.
