Team mate's we're at the ARAC killed some people with an ifrit and stole it then they we're heading to the chop shop in Agios. Then we heard cop's we're chasing them and went there with speed. Since we wanted to scrap the ifrit Valera took out an ifrit to attract cop attention from the other ifrit. Then me Drama Lama and El pablo (recorder) went towards Valera to back him up. While we're standing behind the ifrit police offroad suddenly stopped and started spraying our car without any initiation's. And not the tires as you can clearly see in the video the bullet's we're hitting our back and side window's. And even El Pablo got executed getting rubbered multiple time's and then gunned down while at the animation.

Guess you don't recognise my voice... That is Valera and we was baiting the cops to get them away from the ifrit that we stole so we could scrap it, so yes we was trying to get the police to chase the ifrit, but that was the background TS chat, not what you did, you shot us without any initiation and when we asked you about it you said its our own  fault.

Of course i am going to shoot at you what do you expect from me while getting fired upon ? 

3B) RDM - Random Death Match Definition:

Shooting at someone without engaging in any form of quality role play (eg. Giving enough time for them to comply with your order) is considered RDM. (Punishment is a ban)

But at which point did you initiated any role play at me or my mate's or even the ifrit? You just started spraying us without even a word. You broke a server rule, by just shooting at us without any initiation, as sirens is not classed as initiation, so you RDM'd us regardless of if you killed us or not, us returning fire is due to us fighting for our lives as you decide to just kill anyone you want. And i came there to resolve it aswell. But only thing i heard from you is you can report me if you want etc. You weren't trying to resolve it at all so i took your advice. I dont know why you're complaining about me jumping on forum's when you said in the conversation 'report me if you want' literally 5 times or something.

Ok, so after much consideration I have reached the following descision.

with regards to the first issue which is the police engaging on the car with no compliance issued.

Drew made a post a while back that says the following, which to me is the best description for the three minute rule.;

3L) Police Sirens
 
When the Police put on their sirens lights to pull you over to attend to a scene this doesn't mean RP has initiated on their point, if you shoot without engaging in RP then this is classed as RDM
The 3 minute is a Police Rule. If officers start a pursuit with a vehicle that has failed to stop. If 3 minutes has past and the police chase is still on Police can start to engage on your tires to halt your vehicle. If officers have no other way of pursuing you (eg. you stole their car stolen) then they can instantly try to stop by engaging on your tires. 

You will still both have to initiate once you get out the vehicle as no threat is made. Police could be pulling you over for speeding and next minute their under fire. Always make clear that you are a threat and initiate telling them to leave etc...

The next issue is you being shot. Now it states in the police handbook that you MUST use rubber bullets after shooting on a car, however in this circumstance Ali (I believe) jumped out of the car and started shooting at the police car as shown in this GIF https://gyazo.com/4530ef1215787b38101df72291e4fded. Which means that in turn James, who killed you, was not in the wrong (Resolved on TS between you two anyway). 

As for El chapo being killed while in the knock out script, I am told this was resolved on team speak and coolbreeze offered to comp. 

I will make a comment about the Roleplay, it was honestly Just awful, from both parties. Yes the police are technically fine to shoot the tyres, however Some form of compliance shoud ALWAYS be issued. However to the LCN member who said "Wait for the vehicle to be shot then we can spray everyone in the way" Is just the same and is equally unacceptable.

So, in closing

The final issue is the way this report was handled. From what I can gather there were heated discussions and Ali left and posted the report whilst The two officers were still in the liason room trying to sort it out. For this reason Ali I am issuing you a forum warning point (no posting restriction).

At the end of the day I could pick this video to pieces and find many faults with both parties, things said and done and start issuing bans, however I consider this closed.

[*]Police Rules do not overrule the Server Rules, a simple "Stop the car" or similar would of been completely fine to allow the shooting of the tires in this situation. Technically it was RDM, yet it appears that some people thought that the RDM rule does not apply to the shooting of tires after the 3 minute rule is over. At no point can any rank in the police overrule any sort of server rule without contacting an admin first, who will then seek to have it implemented onto the rule page.
