Please (in detail) describe the incident

After having an accident with this user, I decided to *very politely* ask what's up with his driving. He proceeded to steal my truck and drive me over multiple times to then crash into another vehicle seemingly on purpose causing multiple people to die and my truck to explode.

I did not speak to this man afterwards purely because he gave me the full intention he is not here to roleplay.

I have a video of him stealing the car he was using from green zone, vdming two people, attempting to push a car into a medic and civ then the rest of this video from a different angle. If needed please let me know.

In this particular case, I'd use the more apt rule: (6.4) You are unable to use lockpicks or steal vehicles in a green or blue zone (Punishment is a ban) for which he would have received a ban, had he not already got one.
