so my friend and i was processing salt and i went to my truck and we was told to put our hands on our heads this is a robbery and before we could react we got shot down

just to further clarify, this was resolved in TS before the report was posted.

Me and Gen. Harris (who was speaking on behalf of Stark) spoke to Stoneman and showed him vids from both sides and after watching them he concluded that there  was no rule break, so we ended up resolving it there and then, sadly this information was not passed on to stark at that time.
