Please (in detail) describe the incident

We was chasing this truck and it failed to stop. He then went through kavala high street and ran 3 people over then drove into the water in the boat shop. As soon as i jumped down to him to follow him he decided to get out of the truck and respawn to avoid being arrested. I tried to contact him in game as shown in the video however he never come.
