Stole this guys boat, all he say was, "oy dickhead". Then I drive to shore and he comes over and shoots me without initiating. (also sorry for shitty video quality)

Whilst you say he only said 'oi dickhead', I can hear him speaking at length as you drive off. Unfortunately as you didn't have your earplugs in, we can't hear what he said, and I can't rule out initiation. In addition, I can here him shooting at you as you sail off. Time between those shots and the shot that fatally killed you was sufficient to still deem this as an active situation.  

He also doesn't appear to have a forum account, so I have to go on the evidence presented.
