Please (in detail) describe the incident

Piggy water was detained with coms and gps removed he failed to pay his ticket, so we take him to prison. In the car he initiates with something along the lines of "do you think this car is going to prison then goes silent. We pull up to prison and are shot whilst in the car.
I spoke with piggy after the event, he said it was his gangs routine to not pay the fine and go to prison where the other gang members would set up and stop us going to prison. He left to have tea but never came back to discuss.

Also your friend Satan is not on the forums, you mind telling us why he opened fire without any form of roleplay? You might want to suggest they make a forum account to explain themselves.
