Was chasing a HEMPTT box and he decides to drive it in to the water to avoid us getting to it.
Player was not on Teamspeak and didn't respond to Side chat messages.

I browse player reports to learn things. I am just wondering how this is againts the rules? I just want to learn so I don't get banned.

In the video you say this is an exploit? If some guy decide to drive into the water, how is this exploit? I don't understand..

Commenting on report a player posts is also against rules so I suggest you stop commenting on these for a start. Also I would like you to come on Teamspeak and talk to @Applebyy about your friend combat storing his HEMPT when we chased you guys in an armed offroad.
