What best describes this incident ?: Abusing ragdoll to prevent being robbed while being held at gun point. Also pulling out phone while using ragdoll.

Please (in detail) describe the incident: 114 decided to rob one of our men at The Last Train Diner, we caught him rammed him off the road and he shot at me a few times so I shot him and killed him from my car. We picked him up and took him to the Dr where you can pay 50k for a defibrillator, we bought this used it and zip tied him and took him down to the beach where the clip provided starts. We asked him a few questions about who he was and what group he was part of for some questions he was compliment others he was not. I then told him he would be unzipped and for him to place his belongings on the floor as I had already searched him up at the Dr and knew he had a glock with multiple rounds of ammo. As a return for him robbing my friend I planned on taking this from him and for not being fully compliant I planned to kill him unless he gave me his full name. When we unzip tied him he used the ragdoll mechanic and dropped to the floor. At first I thought maybe something went wrong so we gave him a little bit of time to get up. We then noticed he had his phone out and could have possibly been attempting to send location to his friends he was with when they robbed my guy by the diner. I then gave my valuables to the guys and tell them to leave the area just in case they somehow show up and take us all out. When they left I then dumped his body in the ocean as he allowed me to carry him but did not talk or say a word to me. I asked him in ooc chat what this was all about and he did not reply. This is why I am filing this report. In the clip my mic is muted for some reason despite it being enabled for recording however I feel there is enough evidence to show what is going on without my voice as the rest of my group are speaking.

Report Denied. Player had his phone out the entire time, likely due to being called etc whilst in zipties, or just simply a visual glitch (We all know how unreliable the phone props can be). The phone being in his hand like that does not prove he was using it. ('possibly been attempting to send location to his friends' - Unfortunuately we cannot action reports based off of possibilites. We need facts.

Him being a ragdolled state also does not prevent you from robbing him. He could have been attempting to RP as in shock/injured etc. However your RP at this point in time seemed to be centered around the fact you thought he was on his phone, and as such led to him being shot. That is fine, however you cannot state that his ragdoll stopped you from robbing him, when you didn't really attempt to counteract the fact he had ragdolled with your own RP..
