Please (in detail) describe the incident

I started a one-man patrol as I was the only officer on duty at that moment.
I met the major and followed him around a bit having a good time.
when I got back to Kavala I noticed a civilian driving on the wrong side and I decided to pull him over.
as soon as I pulled him over he told me that he was going to rob someone and jumped in his car and drove off again.

I started pursuing him and found him dead to the side of the street he apparently crashed his car.
as I went to revive and restrain him he jumped up and started running away what is a clear break from rule 5.4

"While you are downed you may not divulge tactical information to anyone. The exception to this is information spoken in direct chat in game. Please be mindful that you are heavily injured and should act accordingly."

in the video here you can see me write him a note telling him that he broke rule 5.4 and he agreed with is as you can hear in the background "that could be true officer"

after this, I got him up again and restrained him after what he managed to glitch out of restrains and walk to me again I rubbered him and restrained him again.

I tried walking him back to the police station when he started saying can you hear me ???? he then disconnected and logged back in.

after him coming back on he popped me an msg telling me he was heading to PD as he realised he broke a rule when arriving there he started breaking roleplay and he send me an msg that he couldn't come to ts as he doesn't have it

while transporting him to hmp he started breaking roleplay even more

also rdmt the major and his security 

also after some more searching i found that the guy is not in possession af a forum account therefore i doubt that he ever read the server rules

The only rulebreaking i can see is the guy that a down saying "is on my boddy is his reloading kill him now and is medic himself"

And for rdm video we need atleast 3 min video before is starting.

I see where your conning from and sadly enough I do  it have any ferther evidence other than my word and the words of the other 3 that where there the entire time and the footage that had already been provided

For this I can only say that Mrsolid opened fire without any rp there for the reaction to that would be to take down a rdmer
