What best describes this incident: combat log, NVL, and just poor rp in general.
Please (in detail) describe the incident: So, I have had multiple interactions with the individual involved in this report spanning over the course of a few days, all of which my in-game character can remember, as they have all ended badly for the individual I'm issuing the report on. Irrelevant of past interaction, this individual has been causing chaos all around the city for a few days, and I believe in the latest report prior to this, the individual was accused of combat logging—which is exactly what has happened again to me today.

First things first, I was doing the bins with a friend of mine when this individual and his friend (let's call him Monkey Mask) pulled up and started dishing out a bit of verbal abuse. Whilst I cannot fully remember what was said, I do remember my character feeling pretty frustrated from the short interaction we had. Curious as to why these individuals felt the need to insult me and my friend when we had not spoken a word to them on this particular day, I tried to chase after them in my Rat Loader, giving them a little bump to the back of their truck whilst they were trying to pull away. However, to no avail—the assailants managed to escape without giving a reason as to why they had said what they had said.

This particular part of the context I do not have a clip of, unfortunately.
Nevertheless, approximately 5–10 minutes after this, I was still doing bins with my friend when we came to a bin, with the truck on low fuel. I had told him he should fuel up whilst I grabbed the bin. When doing so, the same individuals from the earlier interaction attempted to ram both me and my friend into the wall. Confused and in shock, my character felt the need to defend himself and fired a few warning shots at the assailants to hopefully deter their presence, as at this time, I wasn't completely sure of their intention or whether they were armed or not.

you can see the interaction as described above. This left my character angry and wanting resolution as to what exactly their problem was, which is why I had said, "We need to find them," in the hope of resolving the situation and understanding why these individuals were so troubled by my presence.

After finishing the bin run, I was waiting at the sanitation center for the individuals to finish their bin run. I wanted only to ask questions about why they were trying to harm me and my friend and why they had verbally abused us in the previous interaction. However, when they pulled up and had a gun pointed at them, they did not fear for their lives and continued to run toward me with a gun pointed at them, attacking me with melee weapons. So, in defense of my life, I started firing in hopes of injuring them so I could have a chat and understand exactly what their problem was. Although this attempt failed, the interaction left me with only cuts and bruises, which the paramedic was able to recover me from and administer some morphine to numb the pain.

I'm aware of rule G4.5, although in this particular situation, as I had only been battered a little and had minor bruises and slashes, I felt the roleplay reason was strong enough to carry on with the intent of getting to the bottom of this situation and resolving the conflict.

Toward the end of the clip, you can see me attempting to pull one of the individuals over to have a chat and understand why they were acting the way they were. My intention was not to shoot to kill the individual—I wanted only to chat and for him to explain why they were behaving this way. I'm aware that my intention may have seemed like I wanted to kill them, but that wasn't the case.

Judging from prior interactions, I wanted both individuals to apologize for what they had done to both me and my friend. That was my idea of making them pay. I had already had many interactions in previous days killing these individuals off, which seemed not to bother them too much and didn’t get the message across that I was trying to send. I felt that making them apologize would hurt their egos more than just killing them and making them forget. However, as I got more impatient with him not responding to the many requests and chances I gave him to pull over so we could chat without anyone getting hurt, I ended up shooting just as the individual had pulled over and begun to exit his car due to my increasing impatience and his tendency not to comply with my orders.

follows this when I picked up my friend with the intention of talking to the individual to try and get to the bottom of the situation. Note that this individual roleplayed at a very poor standard, not roleplaying any injury or meaningful conversation to try and resolve the situation. Because of this, I decided not to take this individual back to Pillbox, as the roleplay he provided was of a very poor standard. He also did not seem eager to talk or to resolve the situation. This left this interaction with a very poor, sad end.

where the other individual that I had not spoken to yet identified himself as 'Monkey Mask.' I was just leaving Pillbox due to an injury I had received from not wearing my seatbelt when driving around, which had no relevance to the previous clips shown, as this clip is approximately one hour after my last interaction with his friend.

I had pulled up to the bins in search of anyone looking to work, planning on waiting around to see if anyone pulled in that was already in a group as i had hoped to join up, when I was pulled up on by two individuals who seemed to be driving my Jester from earlier that was robbed from outside Pillbox while I was recovering. Originally, I had no idea who these two people were until the driver identified himself as 'Monkey Mask.' That was when I knew I could be in immediate danger, which is why I pulled out my gun in case things got messy.

They started driving off, so I felt the need to chase, still eager to get to the bottom of the situations that had occurred leading up to this. When getting my car out, they tried to ram me with little to no reason. Now in my car, I chased after them, still with the intention of just talking to understand exactly what their problem was. Due to all previous interactions, I knew these people did not like to listen or comply, which is why I felt the need to incapacitate the driver in order to get any meaningful conversation from them. After he pulled out his weapon, I knew for sure that he had no intention of complying with my orders, which is why I resorted to shooting him.

Just after shooting him, I told his friend he could leave the scene as it didn’t concern him. However, as soon as I finally had the chance to talk, he combat logged and left the city just after I shot him in the head.

Just in case his head popped, I also waited 15 minutes at the scene for him to fly back in, but this never happened. A sad end to what could have been some quality roleplay.

the reason as to why i had used so much lethal force against these players is due to past interaction as i stated in my first paragraph, knowing that these players would not just stop and have a nice chat to talk it over. thats not the type of people i felt i was dealing with. hence the reason for my armed caution when dealing with them.

Its really sad that this is what it had to come down to but when trying to deal with these types of people in the city, it is just not possible. they do not play along, provide any type of quality roleplay or storyline as to what they are going for.

Again i reiterate, a very sad end to what could have been a number of quality interactions with some fun enjoyable roleplay for both sides. Although hard to make it enjoyable when the other party has no intention of co-operating.
 
Hey @prematurecaveman thank you for taking the time to report this incident.

One of the first things I want to point out is that when possible please try to provide us with a SessionID of the person who is being reported, this can be collected after you believe someone has broken a rule by using either /sessionheads or /nearbyids as is stated on the Wiki: Report Requirements Luckily in this case I've been able to identify the user who did Combat Log.

Now for the report itself "poor rp" is not a rule break although it is something that the staff team monitors and will deal with where and when it is needed, Looking into the claims of NVL what I can see is you by yourself attempting to hands the two people you had the earlier interaction with now the gentleman with the Racoon mask did put his weapon away when you had him at gunpoint but his friend in the Monkey mask took advantage of the small distance so I don't believe there is a rule break for this instance. Now the Final claim of Combat Logging is pretty straightforward which the identified user will be receiving a punishment for.

Now you happen to have mentioned it yourself in the report the claims of G4.5 and have attempted to downplay the significance stating that the roleplay reason was strong enough, While your attempt might not have been to break the rules it is what you have down as per G4.5 you must not enter any combat situation until 15 minutes have passed unless an aggressor forces you into combat which did not happen in this case.
