I noticed 2 guys kept robbing each other (top right corner), so I started recording to report them. They're obviously robbing each other for xp, so I went and asked a mentor and he said it was exploiting. I then asked for them on TS but Cloudy Skies responded "I WANT TO JOIN MOST WANTED" and Michael responded "could you pay my bail". (I cut the video to upload it faster, and I'm sorry there's no sound. If you want more proof I can provide the original video that has sound and all 9 (I think) minutes worth of footage.)
I'm fairly certain this falls under exploiting, even though I didn't see it in the rules when I looked.
