Please (in detail) describe the incident
We pulled up to a potential robbery at the Aluminium Processor. We hop out with our guns and come up to Luke Chongs, who is wearing a Ghillie suit (Seen in the footage) who immediately starts shooting at us without any form of warning etc given. After bringing myself down to roughly 30% HP he gives a half hearted "yoyoyo hands up hands up hands up hands up hands up". I decide to take my chances and attempt to shoot him, well knowing it most likely would fail given that i was at 30% HP, but not seeing much other option. He shoots the both of us and executes us without any kind of proper form of roleplay, ignorant any form of 'notes' etc. After being requested to come to TS he says he doesn't have it installed, and failed to respond when asked if he's going to make an effort to resolve it.
