Please (in detail) describe the incident

VDMing me and others more times than I care to count and also stealing my vehicle inside a green zone. Didn't try to resolve with him as I see that his only goal was to troll people on the server.

I was also involved in this situation and this man as well as 2 others were stealing cars in green zones and passenger seating everyone. We managed to initiate on two of them and kill them but they kept breaking NLR and vdming everyone in their path
