we were on patrol and made our way to the uranium refinery were we saw a hemett and my partner mentions that a man with a rifle just said "get ready to shoot" and hid somewhere behind the truck, we tell the two men that their tires will be shot if they attempt to drive away then Kasper D decides to start shooting at us without any lethal initiation.

my partner asked him to come on ts and we informed another nca patrol to ask them to come on ts after they captured him, he did not show up and was not on ts
