Please (in detail) describe the incident

So after finding a wanted car, we got behind the it and tried to stop it. After the it crashed we pulled up behind it to block it. A second later a body fell out and the owner of the car disconnected. A while later we saw that he had connected back to the server.

Just to add, I have tried to contact Kain in-game but has ignored my messages.

I'm afraid you actually need evidence of him combatlogging whilst you were chasing him, a screenshot of a disconnected person is not enough. 

For example, if someone who had been handcuffed combatlogs, you need a screenshot of him while he was still in said handcuffs also.
