The reported person stole a NHS vehicle and proceeded to stay in the vehicle despite us telling him to get out. He then spent the next 10 minutes driving the vehicle around whilst VDMing us. He tried in no way to RP with us and we also tried to reason with him to get out of the vehicle as it is breaking the island's rules. He did not do this. We eventually got the vehicle back after helping citizens blew all the tyres out and he was forced to get out. we then were able to secure the vehicle.
