Please (in detail) describe the incident
We get a call that a hemit was stolen and was around kavalah, we inspect and anpr it and it belonged to the person who said it was taken from, we attempt to talk to them when we see a person attempting to rob a Hemmit in kavalah garage our presence spooked him and caused him to run, me and sami go back to looking at the original hemmit when our car horn starts beeping as they try to break into it, the 2 men in same clothing and looking the same are running around us , we are getting calls of officers down in the heat of the moment i try to take control of the situation and get both men in cuffs I go after Eagle who then ran to an ATM and logged out as i knock him out to restrain them.

I also realised making the report that Eagle didn't actually break a law but in the heat of the moment i confused the men but he still shouldn't leave.
I am reporting Jackson Oz for, (6.1.4) You must not lock pick or steal a vehicle from the green zone.
I am reporting Eagle Noir for , (2.5) Combat logging at any point during RP is exploiting. Some examples of this include: logging out during a firefight, being chased by the police, arrested by the police, while dead awaiting a medic, logging out in order to save gear, rage-quitting, logging out whilst restrained/detained.
When i attempted to message them after they had both left this meant i couldnt try to resolve the sistuaton.
