What best describes this incident: Im not really sure if an actual rule has been broken but myself and others were rather in disbelief when this happened. TLDR: We got our tyre shot out for no reason after giving someone a chance in a pursuit
Please (in detail) describe the incident: So as the video demonstrates, we were on the look out for a car which had a suspect in a hospital gown and a firearm. After finding said suspect, a pursuit started as the car began to make off.
Now per rule G7.5: Police Sirens- "When the Police put on their sirens lights to pull you over to attend a scene this does not mean RP has been initiated on their point, if you shoot without engaging in RP then this is classed as RDM."

My callsign was just about to pass the marked car per our pursuit priority, where the suspect car braked heavily and tried to turn a corner, colliding with the marked Police vehicle. Now as this pursuit lasted what 10 seconds, us as Police try to provide leniency to extend RP as its what we kept getting drilled into us. So we told the guy that he can repair his car, otherwise it would've just been chase ended there, him in cuffs and standing in a cell, like RP done. Finished. So that is kinda that area when we are in character but also not, as we are giving him another chance.
He said himself as well his 'head was playing up' as you can see him rubber banding a little. He and his friend then got cheeky, saying what about 2 cars in the chase, give us a 3 second headstart etc.
They both then get in the car, where we where just expecting him to drive and start the pursuit but he pulls out a gun and shoots the cars tyre, rendering us useless in the pursuit. Now I find this rather poor, considering we provided all the leniency, even when the unit he did hit was against us allowing the repair. To then shoot our tyre which actually, what I find to have no prior RP to excuse the action made.

To add what I would like to see from the report. I don't want people to get banned or what not, I just want people to realise that we as Police try to provide a lot of leniency on situations, as we also want to have fun. Just a bit frustrating to see it being taken for granted.

Hi, I'm the person that allowed him repair his vehicle as I felt like it would have been unfair for him to be arrested and face a lengthy sentence for the firearm after such a short pursuit ended because of an accident that the LSPS was partially responsible for and due to his reported head issues. We didn't have to do this and could have arrested him, but we want crims to have a fun RP experience when interacting with us, and to play fairly, so we let the pursuit continue. To then immediately shoot our tyre causing the fastest police vehicle (and we were primary) to become inoperable is very poor RP in my opinion. He essentially exploited our good will and used OOC issues to gain an advantage. Not even sure if he really had head issues at this point but I suppose that's not relevant.

I did ask him in OOC to come to QE a couple of times, including by directly tagging his session ID, but I was ignored and have heard nothing at all from the guy.

This was myself - just to clarify a few things, in my eyes the ramming was 100% intentional, he came flying into the back of us, you have then made the decision to pause the chase and allow a repair, from an RP standpoint we had every reason to try and level the playing field before we resumed, as mentioned yourself you were clearly the fastest car, and as my fellow comrade Frankie said, you had no need for 4 vehicles and he politely requested 2, which you declined.

Shooting the tyre was far from random, it was an IC tactical decision, given that we were massively outnumbered and outperformed by yourself & colleagues, it made sense for us to shoot the tyre of the quickest car and get away.

I completely understand your perspective where your leniency of allowing us to repair has backfired, but at the end of the day, a shitty local vs your cop cars, that chase ended only one way and we had only one way of possibly getting out of it, in my eyes we played that scenario perfectly rather than just driving off and allowing it to be a single outcome chase.

Furthermore, I only mentioned head issues as when you allowed us to repair, my game totally froze, hence I took a moment in getting out the vehicle - the issues aforementioned had absolutely nothing to do with driving etc, hence I didn't mention them during the initial chase/prior to crashing.

However please be minded that Police will never ram someone at the start of a chase like that as any contact has to be approved, and we barely approve TC due to, again, extending RP. I agree that we did have plenty of units on the chase, this is another thing that we have a policy for (max being 5) and you can hear that we made sure we were not over that limit.

There is a thousand different ways I feel you could of conducted this differently, you can out smart us, get some mates involved, even outdrive us. I just feel there was no high quality RP or any at all before you decided to shoot. We tried to extend your RP so you can enjoy yourself more, for you to return the favor by stopping our RP.
As mentioned, I don't want you to be dragged down shit street for this, as that's not what i'm about. I would just like for you to see how our avenue of RP has been shut down with next to know RP and left us honestly shocked.

Do you know what, Will - I can't argue with that at all. I see it from your perspective, and based upon that I apologise as I see now, rather than in the heat of the moment that, yes the situation could have been prolonged & been a better roleplay experience for not only myself, but all the officers involved.
