What best describes this incident ?: Health hacking??

Please (in detail) describe the incident: These two gentleman have been VDMING and RDMING all day I have yet to get correct footage until now. I saw them after they have already killed me today at the clothes shop near pd. I shouted at them and got invited to hunt them down by the taxi people? this footage shows the moment we tracked them down. 263 in question then get rammed off the road. displaying no RP damage to falling into the sewer works. he is then ran over multiple times and then further stabbed multiple times and is not down. I have never seen a player take this amount of damage and not fall to the ground. I believe him and id 236 are both manipulating their health to win but I only have this proper footage of 263

at 4:50 I say the sentence "is he cheating?" this is OOC and I do apologise. no excuse and it was said out of confusion and shouldn't of been voiped.

I have watched the video. If you have evidence of the RDM and RVDM, I'd like to see that. Moving on to the 'Health Hacking', I do see that the player gets ran over quite a few times and you manage to stab him 3 or 4 times. Even though this is FiveM, it is still GTA V at the core and some times just some times, instances of this happen. It has happened to me when I've flown off my bike at 100MPH+ and lived to tell the tale. After you begin stabbing the individual and you get knocked over, you can see him running off in the Injured Animation which shows that he is near to death but he managed to slip away.

Please do reply with footage of RDM and or RVDM, and make sure that they're 3-5 minutes worth of footage before the initial rule break occurs.

you can see id 236 stab id 191. in this video you can see that 191 was obviously not involved during this disaster of a rp. he saw him the entire time and yet still went to kill him. I sadly lack anything about id 263. 

also this microphone is clearly being abused. I have a video where I do ask him to lower his voicebox and he refused.

I am failing to see any sort of 'Health Hacking' going on in the clips provided. I have met this player on a separate incident and I don't think he is mic abusing deliberately, I believe that is just his microphone unfortunately.

In the second clip you've provided, Its clear in the footage that you're looking for him and when he does ram your vehicle outside the Casino, it appears that there was initial roleplay before which led to that.

With that being said, I will need to decline this report.
