Please (in detail) describe the incident: Whilst attending a totally separate Police Dispatch, I parked my vehicle and got out. A split second or so after the car was smashed in a radiculous manner, not only attempting to murder me but it should also have injured the driver of the other vehicle. He then ran off as if there was nothing wrong with him, then when challenged with a Baton refused to comply. Whilst detained and before/during arrest he stated that it was just a joke and he was from Eastern Europe. Following arrest I needed to attend to the gym following a report of stab victims, I put this character in the car - after the handcuffs had been applied and locked the vehicle so there was no way of him escaping, unless someone broke him out. There was nobody else around, he didn't seem to have anyone with him at the time so it is unlikely he would have been able to make a call or use his radio - hands were secured behind his back.
I came back out to find the person was no longer in the vehicle which I suspect he had closed his eyes to avoid custody proceedings.
