I was waiting inside of the Athira police station when a guy walked up to me, and asked if I wanted to trade his helicopter for the police car i had the keys to.
I said no, and he kept on asking for some reason, after a while his friend came and they stood still next to the police car waiting for their other friend (which I couldn't get the name of unfortunately) in a suv.
When the guy in the suv arrived he started VDM'ing me inside of the greenzone in Athira police station. His goal was to prevent me from getting up, so I couldn't access the police car and drive away.
After he started VDM'ing me they started lockpicking the police car inside of the greenzone and took off.
