We had a gunfight with The Ferral guys (The mountains), we downed them and after restrained them, then the medics were at teh scene to revive them and they respawned while restrained with some low quality RP.

There is no rule against dying when been downed.  If you wanna keep them alive then bloodbag them then they cannot respawn for 3 min.
