Please (in detail) describe the incident

The players Ghalid & Pushkin have been known from other police officers as not following by the rules already with RDMing cops while in Blue Zone and breaking other server rules however I was not aware of this before.

I originally came up to the garage area as I heard an alarm going from the obvious sound of someone pick locking a vehicle and Ghalid was there pick locking the vehicle and would not stop resulting in me having to restrain him and pull him away from the vehicle, his friend Pushkin was asked to step out of the vehicle to ask if he has any knowledge of Ghalid pick locking his vehicle as a RP perspective to see if he is allowing it or not. After a while I tried to get both names as I usually do with anyone and when I asked Pushkin to step out of the vehicle again he complied, jumped out of the vehicle then combat logged from a RP situation along with his friend Ghalid which was in handcuffs.

I know I am not supposed to post here so if a warning point is given ill accept it, but ghalid tried to rob me in the kavala garage and than killed me, we sorted it out and I said make sure to read the rules and understand them, he said he did but he clearly didn't.

Denied - Look guys they obviously dont know some of the game mechanics (Bilal saying in Direct Chat "We dont know how to give keys" and I think if you have young Members like that it sometimes is best to just help them out write them a Personal Message and tell them how to instead of reporting them. We ALL started playing this game once and needed help with certain things.
