I was escaping Duse Payne and his friends from robbing me, With them trying to block and push me off the road. When that didn't work they simply rammed me in my side causing damage to my truck. I only know the identity of Duse Payne and not any of the other people in the car.

While I appreciate where you are coming from Hexen, the angling and movement of the car appears to be very much accidental.  Duse, the driver has swerved in from a distance  in order to keep up with your direction and has unfortunately ended up colliding with your vehicle. While I appreciate this has damaged your vehicle, it is more akin to a road traffic accident. I don't see any malicious intent behind his actions, and as such can not quantify this as using his vehicle as a weapon.
This is noted as Duse continues to decamp and then re-engage on your vehicle after they have pulled up.
