In future, it's always worth including those who you're reporting, even if you can't identify them in the off-chance staff can or the reported player(s) come forward, it's not a guarantee we will be able to identify them however.
Moving onto the report;
It begins with Roger against 3 (4) Ballas, initially, I didn't believe Roger was Cutlass until the reporter said "Say fuck Cutlass" and Roger seemed apprehensive to say it, and shortly after pulling a pistol & attempting to engage the visibly armed Ballas members. This goes poorly for Roger. There is an argument of 'taking a chance', however, I disagree in this context that this could be a justifiable argument, Roger can see 3 armed Ballas, with a 4th behind a vehicle with his partner John (Macca) inside. Roger may have incapacitated one or two of them, but incapacitating all four is something any reasonable & realistic person would see as unachievable, a decisive loss, especially with his partner John in a vehicle unprepared or even armed with a gun. In this context, this is a breach of G2.4 (NVL).
The video then moves on to John who raises his hands immediately, I imagine to show he's not a threat after witnessing the shooting of his partner, and sprints away. There were clear directions
not to run away and for John to surrender, he chose not to. Macca states this is due to him only seeing one gun aimed at him, where he decided to run and dart to the nearest escape spot, the water.
Macca also states; "I felt like i had no time to comply to the demands being given to me, to me it was shoot first RP later" as a reason for his sprint away from his armed assailants. I disagree with this, once their focus on Roger concluded, they shifted to John & with the tension being escalated the directive was clear, surrender yourself or face the same fate. They gave you ample chance to surrender, but you continued running away trying to reach cover, this is a silly move, had you been literally beside the water and dived in, I could agree with your assessment of the situation & decision made, but you were the furthest away from water that you could've been (give or take), and sprinted in the wrong direction. The blue dot is where John was incapacitated, unless your character believes they're (and is) the flash, there's not a chance it would've worked. It seems quite clear that here, faced against unwinnable odds, you chose to not surrender for what? I'm not quite sure why, but regardless, in this context, your actions are a breach of G2.4 (NVL).
Roger also isn't aware they were reported, and thus unable to give an account for his actions and I've considered this in the outcome.
