Please (in detail) describe the incident
Whilst on patrol i observed an offroad speeding in kavala and going south along the main road, So we caught up to them and used our airhorn to signal for them to pull over. When this failed we turned on the lights and sirens and followed them for a small period of time before the offroad finally came to a stop at the side of a road. We approached the vehicle and asked the driver to step out the vehicle and show us his hands. Chamil started to back off and we had to advise him that we would use force if needed, Chamil complied at this point and point his hands on his head. after doing so chamil said "I think you guys should put your hands up because it is a bad idea to stand here". 4 seconds passed and shots were fired by Nisan killing PC Joe Blogs. Chamil then said "Ok i told you though" After the shots had started.
We were not given enough time to process what he had and for us to ask for some sort of warning shots.
I then asked Chamil to come on to TS so we could try to resolve this but his response was "Why should i?"
I responded and said that he should come on TS so we could discuss what had happened, Chamil did not reply after this.
