We were in a police foot patrol and we noticed him doing the same thing a few miinutes before.When we were roleplaying with some other civilians he decided to return and do his thing again.Afterwards we took him to the PD but he didnt seem to be sorry or understand that this is bad.

I also saw stuff like this that happend by this guy. I was in restrains talking to PCSO Will Smith, then the same guy drives me and Will Smith over and dies from hitting a wall. @Will Smith

I, PC Jumper collar number [EA379] was the officer who transported this particular person to HMP.

I notified him via vehicle channel that he broke server rules. 

"//you do realise you broke server rules?:

He proceeds to say yes I dont care.

I asked him why he done it and he said 

"Gang shit" or something along those lines. No regard shown for the rules we all obide by on the server.

Not directly, but I've heard trolls in the past using that phrase and just wanted to say what he will have said. Wasn't an incredibly necessary input I will admit but it just gives a little more insight.

Well this seems a pretty straight forward case of VDM from the chap involved with other reports of him doing the same.
