Please (in detail) describe the incident: A fight started on Balla turf where Leo and Tyson were in a helicopter, The helicopter was then shot down which had Leo and Tyson in.

This image shows tyson returning to the same fight. i was later told leo also returned, If not many more.

In the fight hustlers were holding balla turf on there roofs, Long story short police then pushed hustlers off the turf. Ballas then took advantage of this and downed a few Hustlers Charlie and John.
Well this was happening hustlers were regrouping at the rehab center, Ballas knew this as they were on our radio.

The NLR comes into play when its no longer than 5 mins since they shot charlie and john and they also had charlie in there cars as they pushed rehab center.
I then asked leo and charlie to discord which only Leo showed up

• Due to your injuries, you must not enter any combat situation until at least 15 minutes have passed, unless an aggressor forces you into combat, in which case you must still roleplay your injuries.
  
• Due to your injuries, you must not re-enter the combat situation that caused you to be downed, unless an aggressor forces you into combat. Deliberately placing yourself in a position that would re-enter you into that combat situation is not allowed.
  

I am asking because, Tyson and Leo were downed in a helicopter at Ballas turf then 40 minutes later Tyson kills a Hustler member at the Rehab centre which I would assume is no longer the same fight?

The reason the times are so far apart is we blew the helicopter up right at the start of the fight, Yes they were saved and taken pillbox but if you check the time charlie was downed and Craig was downed compared to Tyson kill they wont be that far apart. Obviously taking into consideration the time he spent down in a Ballas car.

After police told hustlers to move from Balla turf Hustlers decided to regroup at Rehab and Ballas being on Hustler freq followed.

The liaison is a mess as random people just join, In the call Leo basically just denies everything and leaves

I said my piece in the liaison myself and Tyson were downed at the beginning of the first gunfight when the helicopter blew up we were then almost immediately taken to pillbox where we went to a location away from both Ballas and hustlers turf we were just listening to radio comms and after it had been confirmed that all hustlers had left our turf myself and tyson went back and got ready for another fight which took around 10 minutes I think,  We did have your radio and knew you were at rehab so we pushed you after around 10 minutes of no shots being fired and hustler leaving for the other side of the city

10 mins of no shots fired and people leaving balla turf dosent mean the situation is over you still had downed hustlers in your cars/or you dumped them to then go rehab... making it the same situation

I've sparked quite the lengthy discussion within Staff channels regarding this specific report. Now, to stop the bias claims or whatever else goes on in-between private discords. The majority of Staff that were chipping in were, Police, Lost MC, Gang Members, Non-Gang Civs etc.

I've looked into this, Charlie Fox goes down near Power Street PDM (Ballas Turf basically) at 21:55. Tyson Blake downs Mack Daniels with a Skorpion at 22:08 at the Rehab centre (North of the City) in which Tyson Blake was downed at Ballas turf 40 minutes before thus meaning that the combat situation is different, its been over 40 minutes since Tyson & Leos death.

Due to the evidence given, looked into, and our logging system. I don't believe that there is a rule break here.
