So, PCSO FoxNL and I were cruising down the airport road when we heard a lot of gunfire, we initially thought it was rock quarry but then we changed to oil trader. We looked over the road and saw a helicopter with an armed guy taking off and following an offroad, it tried to shoot at the offroad while it was beside us and we were talking to him, my PCSO shot Rubber Bullets at him to stop the shooting which damaged the helicopter. We saw the helicopter land a bit down the field so we headed over there where we were greeted with a man with an MX on his back.
PCSO FoxNL started RP'ing with him where he tried to tell us it was licensed by the mayor but he could not provide any form of paperwork so we asked him if he could give us his weapon where he denied and kept moving away from us, My PCSO pointed a Rubber Bullet Gun at him and I pointed my taser at him and he told us not to shoot so I gave him the benefit hoping he saw that we were serious and he needed to do it and then out of nowhere we were sprayed upon by a player called "Mattt" which is [TC] Matt.
At this point no shots were fired from the police side.
Just something Anonymous Gecko wanted to add in:

and just maybe if there is apparently some other form of initiation like in this video, can it be made known please.

And I would also like to point out that when in TS with him he said by us pointing non-lethal weapons at him his friend could shoot as we "initiated"
