(3.7) Baiting - Baiting for the sake of a gunfight is not roleplay. Punishment is a ban. Examples: Flying over someone with a chopper waiting for warning shots to instantly shoot them back, robbing a service station with the intent of a gunfight, etc.

My evidence shows members of the police coming up to Poseidon members stating they want 'the spar 17' , no other roleplay was given and it was clear from the outset they were baiting for the sake of baiting , whilst i didnt identify the third officer im sure ali barber or p burns will know who he(or she) was.

In this instance a gunfight ensued despite the obvious nature of their intent , but its my opinion that it was reactive to their actions.

I chose not to attempt to resolve in this case as its a reoccuring issue that always ends up in a messy liason. and as you might tell from the background noise that ,y attentions were needed elsewhere (apologies for the breathing and baby in the video)

it is my understanding that you were not one of the initial three that came over stating their intent on getting the gun , i understand you became involved but were not one of those that baited to begin  with.

@NotStrix Evening just got back from work and will shed some light on this situation and the reason why we "Wanted the spar 17". I don't believe I have any footage as I was not made aware of any concern regarding this situation however I will have a look mate. 

Over the past few days we have been having multiple situations with Poseidon and with High ranking members using large rifles and have recently learned of the new sector of "Lobos", unrelated at the current time, however, will make a link shortly bear with me. We went into your lands primarily to search and locate any drug fields and disrupt the Poseidon economy (Drug processors etc). Myself and other officers, which I will name if you wish however as the person that made the call to drive into your lands and conduct this operation I think I will speak for all officers at this current time.

Within this photo, it shows around 4 of us watching over the HEMMT waiting to see where it was to be going and potentially go to a drug field that we could seize people making drugs at, this was our primary reason for being in your lands. This bloke was then stopped by yourself causing us to stop and warrant me taking this screenshot.

Myself then made a call to seize and arrest this man to be questioned and arrested in connection with a lot of shootings that had happened over the past few days, as we believed him to be a Baron due to the clothing is worn or be a Lobo (They are the AR of Poseidon). From this, we then waited for a few of the quillins and his backup to drive off and then moved on him bombing it over a hill with lights and sirens on to grab him and get him out of the lands. It was not our intention at this point to cause a large scale firefight against the other Quillins of Poseidon. We also sent in an SUV to talk to the bloke to see if we could ID him as a Baron + or a Lobo as seen here: https://gyazo.com/d9075d5f424e061e8ad50ac1c4d50ed0

Upon us decamping we were met with the Poseidon officers which of course we were simply doing our job and trying to arrest them somewhat quickly and not cause a firefight. Upon this, the lad escapes and we are left talking to the other Quillin that were on the ground and I believe a bloke called @bosh was the one I spoke to. 

From here we were rather disorganised as another SUV wouldn't get into the correct position to make the arrest and we then left to chase after the Spar 17 armed Lobo Officer.

Up until this point, i can see how you can view this as a baity situation as you were not aware of the things going on in the background and as not the target of the operation from us you would of seen it as just a bunch of cops wanting to start a gunfight, we only gave the explanation of "we want the spar 17 guy" as we didn't really want to raise the threat from your side that we actually were after your entire command of Poseidon due to multiple shootings and murders on cops the days/hours previous, If you want evidence of this i can submit that to you.

We then chased after the vehicle as a standard police chase and we were then shot at as an attempt to disable our vehicle. We did not have people set up and only wanted the man in the Quillin, we only decamped and returned fire after we were all hit and almost killed by a frenzy of bullets that hit me down to 50 odd HP.

Can you explain the lack of roleplay involved at the point where you repeat 'we just want the spar 17'.

My issue with the situation is firstly the lack of RP , despite that elaborate story above i dont see anything that would add any value to poseidons experience within roleplay , you could have given high quality roleplay at that point of interaction but chose not to . Despite the situation evolving away from what you wanted as you say above , you still felt it necessary to 'poke the bear' and allow things to evolve that way , opening yourself up to the basis of this report.

You came in hostile , with the intent of taking something from one of our members or infact take one of our members , but gave little roleplay and through hostility managed to get into a gunfight. Whilst you give a nice story in your response , there was no attempt to roleplay that situation or indeed create a cover story for your being there. 

 Sadly nothing above inspires me to believe that this was not a cheap shot at getting the ensued gunfight. Hopefully between you , someone will have evidence to backup the story above and offer an explanation as to why no rp was given.

You were not at the scene initially when we cornered the Quillin, as i don't have this recorded i can't directly quote what i said as you gave me no chance to record my side of the goings-on. However, the reason i only said when you arrived on the scene "We want the Spar 17" was to avoid me having to have an in depth chat with 2 Poseidon quillins that outnumbered us (Further explained below), I think you can think for your self and realise that when the person we had initially wanted to grab had left we are not going to sit chatting to you about the multiple reasons we wanted him for.

We would've given out further roleplay upon the arrest of the man, however, we were then surrounded by other quillins who were not the target of the chase. Im not going to sit chatting to your lads whatsoever when the lad is pegging it off in a field. 

I do not just go saying hands up or taze or stop the vehicle or your tyres will be shot, not my kind of style to go and pull something like that. I never initiated on the target's vehicle and it was not my intention to end the roleplay there as i had planned to take them to an undisclosed area for further questionning or even to have a negotiation for him to hand over the rifle however due to the large anti-cop presence there we quickly used our brains and decided to leave the 2 quillins surrounding us pretty quickly and focus on the then isolated quillin that had moved to flank us. Even when the officer initiated on the tyres of the car, which i did not order as i did not want a situation of hostile nature there as I have stated in my so-called "elaborate story". 

As we got back into our car as soon as the lad went to leave, i think this statement showed us that we weren't going to be met with hugs and kisses;

"You shoot one single bullet towards the guy with the spar 17 you will all be dead"

I did not sit around while you were initiating on my prowler waiting for you to shoot my tyres or anything i made a getaway to again focus on the quillin that was our target.  Sure we were outnumbered but if i was as baiting so hard as you claim would i have not have just sat and waited for you to shoot my tyres on the spot of drive in circles around you mate,  i had a focus the entire time. 

I did not give a low level of RP, before i could elaborate on the unfolding situation we realised that this is not where we wanted to take the situation and needed to either get out or focus on the target - We never wanted to shoot first, which we didnt, you sprayed our car with manpower from 2 quillins and almost killed all of us, after the 3/4 threats that were given to us and death threats we then decided to hold our fire as we couldn't be asked with another firefight. 

@NotStrix Again, id rather not have to pick and poke at each others responses and would rather talk and work out any differences,

I personally do not have a recording but only have screenshots due to my self gathering intelligence and only hit ALT F10 for shadowplay when prompted, i had all the screenshots required so felt no need to record the situation however i will ask around

So after listening to 7m22s of Strix's heavy breathing right in my ear, the evidence that has been provided doesn't set forth a clear enough case to suggest that the police were baiting for the sake of a gunfight. The mitigating factors in this case are that despite the poor roleplay initially given by @SI Ali Barber (3m06s) in response to Bosh.

"We want the guy with the SPAR-17, tell him to get out the car right now" - Ali Barber (3m06s)
...
"Don't drive off otherwise your vehicle will be fired upon" - Creebles (3m09s)
There was some repetition of phrasing and the police reaffirming their target, whilst intending to give chase evidenced by police piling into their prowler.
This was met with 2 threats from Poseidon members (3m33s and 3m44s respectively) the police then engaged chase with their intended target, if they were out for a gunfight and baiting as set forth by this report then their reaction should have been to fight the Poseidon members who threatened them and not chase their target. This was not the case however and the chase moved throughout Poseidon lands during which time Poseidon members in your own channel sounded like they were eager for this to turn into a gunfight; 
"Yo, do you want to bring them somewhere we can set up instead of here" - Styx (4m12s)
"Me and Wind are coming down from advanced so we can set up somewhere if you want" - Reece (4m38s),
"I just want them to shoot, so I can decamp in those reeds and shoot them, that's all I want" - Nuclear (4m44s)

This then ultimately culminated in the collision between the prowler and Qui'lin: 

Bosh then exits the Qui'lin and shouts "What the fuck do you think you're doing, stop the vehicle, stop the vehicle, stop the vehicle, otherwise we're going to shoot your tyres" then says in the channel not a second later "Shoot the tyres, shoot the tyres, shoot the tyres" He then further claimed that this was VDM. As you can see from the gif above, due to the dust, you are unable to see the Prowler until the very last split second, a claim of VDM is perhaps a bit of a clutch. After this point the Prowler is engaged by Poseidon and the ensuing firefight begins.

That being the case, I will not be taking action with regard to this report, and will instead be closing as this does not appear to be baiting, however I would like to convey to both parties that the RP was shoddy from all sides. The police's albeit the worse of the two, however to the best of my ability it seems that Poseidon started shooting before the police off the back of Bosh's interaction which in of itself was not of the roleplay standard I expect of a whitelisted faction member.
