Please (in detail) describe the incident: There were multiple reports of drug dealing at the Mt Haan Road early on in the day so I decided to head up, I was coming from Sandy Shores so I was going to approach from the north side of the road. The first clip starts just as I am climbing the hill to get to the road and when I get on top of hill and just arrive on the Mt Haan Road, I instantly see Alex Topper. He says 'alright mate' and I respond with 'alright big man'. I spotted a couple of other bikes further south down the road so I head there to see are they dealing and Topper starts to follow me continuously saying 'alright mate' and 'where are you going mate'. That was the extent of our entire interaction.
I observed 3-4 bikes all in that area selling so I drive by to see what additionals I can call in in order to try effect an arrest but there was no one on the radio. I decided the next best thing to do would be to drive back to try at least get them to disperse the area. However, as I was driving by, Topper slashes me off my bike with what appears to be a machete for no reason. I get up and open fire at him to try defend myself as he had turned around but then he hit me again and incapacitated me. Whilst I was down, he came over and said 'I told you not to come back up here' which he did not - this simply did not happen. Even if he did, that is no excuse to randomly slash a person and then attempt to use it as a lame excuse to justify attempting to murder them.
I was thinking at the time that maybe its because I arrested him yesterday and he did make multiple threats to kill me whilst I had him in custody. I thought it was an instance he had beat me fair and square but upon thinking about it, there are a serious reasons as to why this is not the case;
1) There is no way he could have known who I was - the extent of our interaction today was I said three words to him and very quietly 'alright big man' - there's no way he could have ID'd me to be the guy who arrested him yesterday. He never once indicated that he recognised me. He never once said 'I know you' or 'I remember you' he just repeated the 'alright mate' and 'where you going mate' lines two or three times and then when I had driven far enough away, he returned back to where the couple of bikes had been gathering. There was nothing to show on his part that he had recognised me or knew who I was. Then again, how could he have known when all I said to him was three words, there would be no way to know.
2) Furthermore, after I was incapacitated, there was no 'I told you this would happen when you arrested me, you shouldn't have arrested me' etc. There was absolutely nothing connecting the stabbing of me today with me arresting him yesterday so I believe this was an instance of RDM.
This forces us to look at the interaction that was had today in the clips as to be Topper's justification for slashing me. There was no other interaction between me or anyone there other than Topper saying 'alright mate' and 'where you going mate' to me a couple of times - that was it.
Ordinarily, I would say fair enough if he had said 'I remember you from yesterday' and then slashed me or at least said something along those lines after he killed me connecting our RP from yesterday to the senseless killing today to make it seem less random but he failed to do this. All he mentioned after I was incapacitated in the middle of the road was 'I told you not to come back here' but he said nothing of the sort. As can be evidenced by the clips, all he said was 'alright mate' mate and 'where you going mate' and all I said to him was 'alright big man'. To me, this is horrible RP and makes it very frustrating having to deal with this. My position is it would have been very interesting if he had tied it in with the arrest yesterday but there was no attempt to do that because he didn't know who I was. There was a complete failure on his end to provide valid justification to slash me as there was 0 prior interaction that warranted killing me and 0 interaction after that tied it in with the events of yesterday.
I am struggling to see any justification as to why he would decide to slash me. It is a complete failure to RP and honestly a titanic waste of my time as it forced me to have to write up this report. I suspect Topper might try to claim he knew who I was at the time but he made no attempt to indicate that to me at the time either before he slashed me or after while he was standing next to me for a period of three minutes. Two clips, the before and after clearly indicate that he had no indication who I was or that I was the guy who arrested him yesterday. Given that that the interaction we had today only considered of a couple of words, I have no other choice but to fill out this report because what happened was palpably wrong and is all too often what coppers have to face. Its not fun.
