What best describes this incident ?: FailRP - Officer getting robbed called Panic Alarm when told not too

Please (in detail) describe the incident: I am watching two streamers on the server while waiting in the queue and I have seen an officer getting robbed and told not to press panic button, however after being told that, the panic button was still pressed and I have witnessed that on another persons stream that is a police officer. In the video I am going to attach a link to the video evidence to google drive. You can see the robbers stream perspective as well as the police officers stream perspective.

So the issue at hand here is the panic button.

Diagnosing this section specifically: The demands from the gentleman were being said very quick to myself in what was a very tense situation. At the first point 'Panic Button' was mentioned by said robber I had already started to press the button (whilst in the impounding script as I could tell what was about to happen). This is shown in the video as you can see there is less than a second (maybe 0.4-0.5 seconds) from where the first latter of the word Panic is said and the visual script of the hand moving up (with no way of cancelling this if I wanted to) coupled with coming out of the impounding script. This was my first natural instinct as any officer who is looking like he is about to attacked would naturally press is panic button, so that is the first thing I did. I think this is enough to show that the act of pressing the button had already started and thus wasn't an intentional decision after the direct order of not pressing a panic button was issued and this report is over the technicality of 1 second.

The video continues further showing full valuing of life was adhered to and shown; dropping my weapon immediately first etc as I obviously didn't want to get shot. The whole interaction of the initial demands were super quick, 2-3 seconds, so to get everything perfect the way everyone thinks a situation should play out is near impossible in this specific situation. If I had pressed the button 2,3,4 seconds after I was demanded not to then yes that would not be good, but I near enough have already pressed it as the demands were given out.

Do I feel that I valued my life in this situation - yes
In any case, this situation starts of with what I feel was a very poor case of Low Quality RP. If I had chose to play the situation differently and not complied whatsoever, the gentleman's demands I feel would fall under (G1.2) Random Death Match (RDM) - Attacking another player without engaging in any form of quality roleplay is considered RDM. (eg. Giving enough time for them to comply with your order. “Put your hands up or I will shoot” and countdowns are not considered quality roleplay, please at least attempt to create an interesting roleplay story before considering violence.)
With the specific part of this rule being 'Put your hands up or I will shoot'.

More than willing to speak to the 2 people that were involved if they feel that aggrieved and in-fact was speaking to the man wearing black for a while after the situation in which I think we felt ended quite fairly, in which it is neither of them who have reported me but a 3rd party instead. I have never been reported so this has come as quite frankly a shock to me!

Obviously this will be left to the Staff Leads
The reporter of this was not a player involved in the situation.

The only reason I'm reporting this is because it's happened multiple times to mates and I and we've let it slip. It happened again so I thought there's no harm in reporting it this one time.

To the officer that is being reported. This is nothing against you from myself, it is just to make it aware because it just gets a little frustrating that's all. 

I understand if nothing happens to the officer because he's staff etc and that's fine. I just needed to make it aware.

 
@George Harris I just read that it came to a shock for you. I do apologise for this and don't take it personally mate. If it was any other officer I would've done the same. This was not reported to get you banned or anything like that, it was just to make things aware.

Now there is not much he can do as the animation is going while the demand is still being said by the aggressive party.
This is something that we do se often with the Police when the spidey sense are tingling but it is a natural reaction.
There are ways that this would and could not be acceptable but that is all based of context, and without seeing situation and setting a precedence on it we cannot say what is and what is not allowed. Its all about the context. In this case it is that he's seeing trouble, goes for it and nearly at the same time get's the demand of not doing it.

What people must be aware of, "Put your hands up or you are dead" is not deemed quality roleplay. This is stated in the rules and should be kept in mind.

No action will be taken in this case.
