We were flying around agios and saw two guys at the side of the road in a red sports hatch and decided to land as we had seen one of the guys was a rebel and one of us needed gear so instead of flying to a rebel market we decided to relieve this guy of his vest.
You can see in the video that this is a clear case of fail role play from [AL] Morgan there was several heavily armed guys around him and he refused to give up his gear.

I have not tried to resolve this with Morgan due to the fact that this RP was ongoing for around 35 minutes in total and he was giving more than one chance to give into our demands, i felt as though i had already spent enough time with this guy and had given him a lot of chances in game to comply he did not want to do so and at one point he said " If you kill me anyway you wont be able to get my gear " clearly proving he was fully aware of what he was doing and was trying to save his gear.

Explicitly speaking there is no rule against not dropping gear, and in some cases it has completely valid RP reasons for it. I agree with your @TCK John Dillinger that it was poor RP, but there is no evidence provided of an actual rule break that I have seen. Furthermore having checked the chat logs, there is nothing untoward.

That being said, [AL] Morgan - this is a good example of what you shouldn't be doing. TCK had given you ample opportunity to comply, far more than any other gang would have probably had the patience for. On this occasion, the report will be denied, but that is on a technicality. I strongly suggest teaming up with more experienced community members or get some practice in on how this community runs, because this isn't the level of RP we want to provide, and you should at least make an attempt to RP with people even if it is to your disadvantage, as it is unrealistic to expect every situation to go in your favour. Flat out refusing to provide quality RP just because you will lose gear is greatly frowned upon
