Well this is a short and sweet one... clear cut RDM and looking at their chat log I see the below:

Of which it is certainly not if they bothered to read the rule. Key word being "Zone" and the fact one of the rules state that both parties must be inside the zone, so either they don't care or lack some common sense to put it together.
