So, after an issue in Kavala I walk down the hill and see a bunch of people with firearms, I go to talk to them when I see someone being robbed out the corner of my eye, so i go over and have a chat, until someone 1 truck and three cars away asks me hastily, without much RP to 'put my hands up or I will be fired upon' so, as any other sane person would, i walk slowly round the corner and greet him in a attempt to resolve the situation in a friendly, non - violent manner, in which without saying a word more I get sprayed down, and then I ask him to come to liason, in which he says he initiated clearly, and I 'Ran at him', After the situation I went to consult an admin and two level 3 admins said that the roleplay was not sufficient, so thats why I am writing this report.

Alright, from my perspective we were in a hostile situation before the police arrived as you can see in the video with have a person being threatened with a gun and he has his hands up. As soon as i saw that a cop ran over and was pointing a gun at K I E R A N i hop out and begin to initiate, my first attempt wasn't heard which i didn't realise until watching the video from the police perspective, from police it only hears the part where i threaten the second time. I gave more than enough time for him to comply and then he just comes around the tempest with his gun out.

There is no way for me to have known he didn't have earplugs in like i did, so in my opinion that is Mattys fault.

I don't believe that this is "insufficient RP" at all, i get the same type of initiation on a daily basis from all of the other gangs that try and rob us. I also get what i believe to be worse RP from police as they just simply say "Hands up or you will be tased" and this is considered good RP?

*There is no hostile situation as no police had been initiated on and your buddy and I were just chatting

*I put my gun down and was talking to your buddy, my gun was definitely down.

*I didn't hear your first at the time but if you listen closely then you can hear both, I still don't believe it to be sufficient

*My gun was obviously pointed at the floor and you could have easily resolved the situation without shooting me 

*I did have earplugs in, however, you were at least three vehicles away from me, when you could of easily have been closer and talked with us 

*I never simply say hands up or you will be tased, I always make sure to give the other party enough time to shoot me, comply or run away before even thinking about firing my taser, if you have a problem with the police force then this isn't really the place to complain, PCC's exist for a reason.

You literally ran up and pointed a gun at him, i never saw you lower the gun as i had jumped out by that point and started initiating.

The hostile situation wasn't with police and i never said it was, it was with the people that we were threatening at the time.

I lethally initiated on a cop with a drawn weapon, that i saw you pointing at my friend. I didn't shoot instantly i gave time to comply and you ran around with your gun out. You could have easily run around just shot me so i valued my life and killed you.

You didn't have earplugs in initially so everything was really loud and you cant really hear much at all, i was on the other side of the tempest and my hatchback which is definitely within hearing distance of where you were. I was also told right after i killed you that my initiation was clear by someone who was on the other side of the warehouse building we were next too.

I obviously didn't have my gun up, which you can see if you actually look at the video,

I would just like to say that I tried to get Adam to come to a liaison, but instead, he refused and said that his initiation was clear, he already said this in one of his earlier posts, I just wanted to make it clear that I did want to resolve the situation in Teamspeak.

I didn't come to ts as I thought that if I initiate on a person and said person runs at me with a weapon then I could kill them. If his gun was holstered then I would never have just shot straight away.

Right so I've had a look at all of this + all your comments and come to the following:

The situation was a bit of a mess, guns everywhere and lots of noise. 

Just a few points: Initiation doesn't = Hostile.  You've got multiple people aiming guns at each other, if that isn't "Hostile" then I'm not entirely sure what is.

Secondly, it's not the other person's fault if you can't hear them because you haven't got earplugs in.  Obviously, if his mic was faulty then yes it's 100% his fault, but not due to lack of earplugs.

At the same time, I do feel that the initiation given could've been better and when he ran around with the gun lowered you could've given him a chance to see how it would play out rather than instantly firing at him.

In conclusion:

The situation was heated and I can see why the incident occurred, however, I do believe that it could've been a better situation all round if the shooting wasn't started as quickly as it was.

On that basis, I won't be banning anyone due to this, but what I will say is that I want to see an improvement based on the post we made not too long ago about High-Quality RP.  

Consider this a friendly warning, I'd rather not see a similar situation.
