Please (in detail) describe the incident: After dealing with a cell case I go outside with a group of friends, when a car at seriously high speed, with absolutely no attempt of braking crashes and seriously high speed into us. I believe he also attempted to continue driving over the top but was block by the bollards. I don't buy the apology or that it was an accident, however understand I could be wrong.

I then told an officer what happened at pillbox once I got up, and apparently, these attempts were known to be happening with the use of vehicle today at mission row.
